With reference to the licence granted to you on the 24th October last to carry on the business of the firm of Bume & Reif, I am directed by the Secretary of State to say that he is informed that you have given a Power of Attorney for use in the Colony of Hong Kong, which represents that you are the sole owner of the business of Bune & Reif including its branches at Hamburg and other places; and that you have suggested

to the Hong Kong branch of the firm that communications to the Hamburg branch might be sent via an agent in Milan.

Before deciding whether it is necessary to take any action in the matter, Mr. McKenna would be prepared to consider any explanation you may desire to offer.
